No. I wish the answer was yes, so I could create UIs that are at least as good as the stuff we did in the 1980s on the Mac, inside a web browser. As an aside, I use iCloud but also (less frequently) copy my photos to Dropbox and Google Photos. Too important to only have one synced copy.
